London Eastern Railway (now rebranded as National Express East Anglia) are responsible for the operation of passenger train services from Liverpool Street station, London towards the East (Essex, East Anglia, Suffolk, Norfolk and Cambridgeshire). The company is one of a train operating companies that are subsidiaries of National Express Group.
Strategic FM Consultancy and Facilities Management Agent Procurement
We were initially appointed by London Eastern Railway to chair a two day workshop to review the FM strategy for London Eastern Railway with senior management representatives from both London Eastern Railway itself and also National Express Group (parent company for LER).

Following the success of the workshop sessions we were then appointed to compile the FM strategy report for the LER Board and then to implement the recommendations within the FM strategy report. This included responsibility for the management of the tender process for a facilities management agent (FMA) role in accordance with OJEU (European procurement regulations).

Furthermore, we were subsequently appointed to provide support to the mobilisation process for the FMA on behalf of LER to ensure that the implementation of the FM services was robust and in line with LER's specific requirements.

Maintenance Term Contracts
In addition to our role in respect of the strategic FM review and implementation process for London Eastern Railway (LER), Thomson FM were also commissioned to provide procurement consultancy in respect of a new building fabric maintenance term contract for the stations included within the LER franchise.

Furthermore, whilst we were managing the procurement of a new building fabric maintenance term contract we were also requested to support the procurement of a M&E maintenance term contract that was being managed by another consultant but that LER were keep to have our input into given their previous experience of our procurement expertise and attention to detail.

Facilities Handbook Development and Update
In order to demonstrate the extent of investment in station facilities at the 167 stations within the London Eastern Railway franchise, we assisted them to improve their existing database and to update project data for issue to the Department for Transport on an annual basis. On our appointment we completed an initial review of the information held within the existing database and the reporting functionality of that system.

We identified a number of areas in which the existing system was not providing the functionality that would be of most benefit to London Eastern Railway and made a number of improvements that furthern enhanced the information that they were able to provide the Department for Transport.
